Ownership: Who Owns Mobilink Microfinance Bank?
MMBL is 100% owned by VEON Microfinance Holding B.V. (VMH), a Netherlands-incorporated subsidiary of VEON Ltd. — a global digital operator listed on Nasdaq and headquartered in Amsterdam. VEON acquired full control of MMBL on March 27, 2020, when Global Telecom Holdings transferred its 99.99% shareholding to VMH, a change of control registered with both the SBP and SECP.
MMBL is a sister company, not a subsidiary, of Jazz (Pakistan Mobile Communications Limited) — Pakistan's largest mobile network operator with over 74 million subscribers. Both companies sit under the VEON group, which is why MMBL's branchless banking arm operates under the JazzCash brand through a formal agreement with PMCL rather than direct ownership. In January 2026, VEON announced a further USD 20 million investment into MMBL to accelerate its digital and Islamic banking expansion.

Scale and Digital Reach
MMBL's branch network is supported by a branchless banking layer of more than 280,000 agents operating under the JazzCash brand — the mechanism through which most of MMBL's customer growth has come. The bank reports over 46 million registered users, with a meaningful share of those active as monthly digital wallet users. In December 2025, MMBL launched Islamic banking operations — starting with a dedicated branch in Karachi, followed by Peshawar — under an Islamic Banking licence granted by the State Bank of Pakistan earlier in 2025, extending its product range beyond conventional microfinance. In January 2026 it achieved ISO 27001 certification for its information security management system.

VIS Credit Rating Company upgraded MMBL's entity ratings to 'A+/A1' (medium-to-long term 'A+', short-term 'A1') with a Stable outlook on April 30, 2026 — an upgrade from the 'A/A1' rating held the year before. VIS attributed the upgrade to MMBL's strong market positioning, improved profitability, and strengthened capitalization, while flagging rising non-performing loans amid rapid portfolio growth as an area it continues to monitor. Is Your Money Protected at MMBL?
Pakistan's Deposit Protection Corporation (DPC) — a subsidiary of the State Bank of Pakistan — guarantees deposits up to PKR 1,000,000 per depositor per bank if a member bank fails. It's a question worth asking directly, because the answer for MMBL is different from what a commercial-bank customer might assume: per DPC's own current official member list (Circular Letter No. 02 of 2026, dated March 30, 2026), MMBL is not a DPC member. DPC's 33 member institutions span Specialized Banks, Commercial Banks, and the small set of banks licensed specifically as Digital Retail Banks (Easypaisa Bank, Mashreq Bank Pakistan, Raqami Islamic Digital Bank) — no microfinance bank, including MMBL, appears on it.
This doesn't mean MMBL deposits are unprotected — under the Microfinance Institutions Ordinance 2001, microfinance banks are required to maintain their own depositor protection fund from profits, a separate, bank-specific mechanism rather than DPC's government-backed guarantee. Extending DPC coverage to microfinance and digital banks has been under discussion since at least DPC's 2022–23 annual report, and digital banks were brought into DPC's scope in 2025 — but that hasn't extended to microfinance banks as of DPC's current member list. Combined with MMBL's SBP microfinance license, VEON backing, and A+/A1 VIS rating, this is useful context for deciding where to place larger balances — not a reason to avoid the bank, but a real difference from a commercial-bank deposit worth knowing before you decide how much to keep in any single account.
