Speaking at the Islamabad Policy Research Institute (IPRI) in a lecture titled "Measuring Welfare-GDP Beyond Arithmetic," Zafar Masud argued that Pakistan's headline GDP growth figures fail to capture how ordinary citizens are actually coping economically. Using five years of data (FY21–FY25), he showed that while headline GDP grew 18.8%, growth fell to 9.6% once adjusted for population, and further still once adjusted for income distribution and the cost of essentials — leaving the poorest 40% of households roughly 3.0% worse off overall, while the wealthiest segment captured cumulative welfare gains of 9.9%. He proposed a "Welfare GDP" measure pooling existing indicators such as Gross National Disposable Income (GNDI), per-capita growth, and distribution-weighted growth, and outlined five reforms he believes could reset Pakistan's growth trajectory, including honest fiscal accounting and redirecting capital toward agriculture, SMEs, and capital markets.
